"How to Know God", Christopher Isherwood's excellent translation of the Patanjali Sutras, has lots of specific information on sidhis (although I don't think they're identified as such), including the meditations required to achieve them. There are also the usual admonishments that focusing on acquiring such powers may be a great impediment to eventually reaching complete enlightenment.
My admittedly limited understanding is that sidhis may arise spontaneously in advanced practitioners... and that hopefully by the time one has reached the stage where they are possible, one has become sufficiently detached to not care much about them. If anything, they are regarded as something of a nuisance. I think that all fully-realized beings (can) have sidhis if they choose, however I suspect from that perspective they appear to be little more than parlor tricks.
After all, how does being able to manifest items or read minds compare with being able to actually modify the karma of others?
