It occurs to me that there is another possible interpretation of these events.

True, Milarepa went to the other lama without Marpa's blessings. However, Milarepa DID have the blessings of Damema (Marpa's consort) because it was Damema who aided and abetted this alleged "fraud".

So an alternative explanation is that Damema, not Marpa, was truly the enlightened one and was Milarepa's true teacher--and Milarepa was indeed proceeding with the true guru's blessing. Damema had to proceed in this way because Tibetan culture at the time was (outwardly at least) hostile to the enlightenment of women and would not have accepted her openly as an enlightened spiritual teacher in her own right.
