Yes, and Rama was an American, not a citizen of India. His will establishing the Foundation made very few absolute stipulations--but one stipulation it did make was that the Foundation's monies were to be used to promote the teaching of Buddhism in America--and not elsewhere in the world.
As we approach Rama's birthday I think it is entirely appropriate for our focus to be on how we can help the IT industry in America--not India.
There are many great Indian teachers. Our own teacher was an American, though.
